GPSR for Fashion & Clothing Sellers: Complete EU Compliance Guide (2026)

GPSR for Fashion & Clothing Sellers: Complete EU Compliance Guide (2026)

If you sell clothing, apparel, or fashion accessories to EU customers — whether through Amazon, Etsy, Shopify, or your own website — the General Product Safety Regulation (GPSR) applies to your business. Since December 2024, every non-EU fashion seller must have an EU Responsible Person and must provide product safety information on their listings and products. This guide explains exactly what GPSR requires for fashion and clothing sellers, and how to comply.

Does GPSR Apply to Clothing and Fashion?

Yes. GPSR (EU Regulation 2023/988) applies to all physical consumer products sold to EU customers — including clothing, apparel, footwear, accessories, jewellery, and fashion items. There is no exemption for fashion or textile products.

Before December 2024, the EU's product safety requirements for clothing were less stringent — clothing was not subject to CE marking requirements (with some exceptions), and the previous General Product Safety Directive had limited enforcement. GPSR changed this by:

If you sell clothing to EU customers and you are based outside the EU, you must comply with GPSR.

What GPSR Requires for Fashion Sellers

1. EU Responsible Person (Mandatory for Non-EU Sellers)

The most significant GPSR requirement for non-EU fashion sellers is the EU Responsible Person — an EU-based entity that acts as your official contact point for EU product safety authorities.

Your EU Responsible Person must:

Who qualifies as an EU Responsible Person?

Who does NOT qualify:

2. Product Safety Information on Listings

Every product listing visible to EU customers must include:

On Amazon, this information is submitted through Seller Central's GPSR compliance section. On Etsy, it is added through the Product safety section of each listing and the shop-level Economic Operator setting.

3. Product Labelling

Your physical products or their packaging must display:

GPSR Safety Warnings for Clothing: What to Include

The specific safety warnings required depend on the type of clothing and its intended users. Here are the most common requirements:

Product Type Required Warning
Children's clothing with drawstrings "Warning: Drawstrings on children's clothing can be a strangulation hazard. Remove or secure before use."
Children's clothing (general) "Not suitable for children under 3 years" (if applicable)
Clothing with small decorative parts "Warning: Contains small parts. Not suitable for children under 3 years."
Nightwear / sleepwear "Warning: Keep away from fire" (required in many EU countries)
Clothing with flammable materials "Warning: Flammable. Keep away from fire and open flames."
Clothing with chemical treatments "Wash before first use" (if chemical residues may be present)
Swimwear "Not a lifesaving device" (if applicable)
Protective clothing Specific warnings per the protection category

For most standard adult clothing (t-shirts, dresses, trousers, etc.) with no specific hazards, a minimal safety statement is sufficient. However, you must still include the EU Responsible Person's details and manufacturer information.

GPSR and Children's Clothing: Additional Requirements

Children's clothing has stricter requirements under GPSR and related EU regulations:

Drawstring regulations: EU standard EN 14682 prohibits drawstrings on hoods and necks of children's clothing (sizes up to 134cm / approximately age 7). Drawstrings on other parts of children's clothing must meet specific length and design requirements.

Small parts: Decorative elements, buttons, and accessories that could detach and pose a choking hazard must be secured or avoided for children's clothing.

Chemical safety: Children's clothing must comply with EU REACH regulation limits for harmful substances, including formaldehyde, azo dyes, and heavy metals.

Labelling: In addition to GPSR requirements, children's clothing must include care instructions and fibre composition labels under EU Textile Regulation 1007/2011.

GPSR for Fashion on Amazon

Amazon requires GPSR compliance information for all clothing and fashion listings sold to EU customers. If you receive the error "GPSR Compliance Documentation Required" or "To list this product you must provide GPSR information," you need to:

  1. Appoint an EU Responsible Person if you have not already done so
  2. Submit Responsible Person details in Seller Central → Account Health → Regulatory Compliance → GPSR
  3. Add manufacturer information for each affected ASIN
  4. Add safety warnings appropriate for your clothing category

Amazon validates submissions and may reject them if the Responsible Person is not recognised. Use a provider that is known to be accepted by Amazon.

For a complete step-by-step guide, see Amazon GPSR Error: Fix Guide.

GPSR for Fashion on Etsy

Etsy requires GPSR compliance for all clothing and fashion listings visible to EU customers. The requirements are:

  1. Shop-level Economic Operator: Add your EU Authorised Representative in Shop Manager → Settings → Partners you work with
  2. Listing-level safety information: Add safety warnings and manufacturer details in the Product safety section of each listing

Etsy has been removing listings that do not have compliant safety information since December 2024. For a complete fix guide, see Etsy Listing Removed: GPSR Fix Guide.

GPSR for Fashion on Shopify

Shopify stores selling to EU customers must display the EU Responsible Person's details to EU buyers. Unlike Amazon and Etsy, Shopify does not currently enforce this automatically — but EU market surveillance authorities can take action against non-compliant stores.

Recommended implementation for Shopify fashion stores:

Technical Documentation for Fashion Products

Under GPSR, your EU Responsible Person must hold technical documentation for your products. For fashion and clothing, this typically includes:

Document What It Contains
Product description Description of the product, its intended use, and target users
Material composition Fibre content, fabric composition, and any chemical treatments
Safety assessment Assessment of potential hazards (chemical, physical, mechanical)
Test reports Results of any safety testing (REACH compliance, flammability, etc.)
Care instructions Washing, drying, and maintenance instructions
Manufacturing information Name and address of the manufacturer, country of origin

For most standard clothing items, the documentation requirements are straightforward. Your manufacturer can typically provide material composition and care instruction data. A basic safety assessment can be prepared by your EU Responsible Person service.

GPSR and EU Textile Regulation

GPSR works alongside the EU Textile Regulation (EU 1007/2011), which has its own labelling requirements for clothing:

Requirement EU Textile Regulation GPSR
Fibre composition label Required Not specifically required
Care instructions Required Not specifically required
Country of origin Required in some cases Not specifically required
EU Responsible Person details Not required Required
Safety warnings Not required Required
Manufacturer details Not required Required

Both regulations apply simultaneously. Your clothing must comply with both sets of requirements.

GPSR and REACH: Chemical Safety for Fashion

EU REACH Regulation (EC 1907/2006) restricts the use of certain hazardous chemicals in products sold in the EU, including clothing. Key restrictions for fashion products include:

GPSR does not replace REACH — both apply. Your EU Responsible Person can advise on REACH compliance requirements for your specific products.

Frequently Asked Questions

I sell handmade clothing on Etsy. Does GPSR apply to me? Yes. GPSR applies to all physical consumer products sold to EU customers, including handmade clothing. There is no exemption for handmade or artisan products.

My clothing is made in the EU. Do I still need an EU Responsible Person? If your clothing is manufactured in the EU and you are the EU-based manufacturer, you are already the Responsible Person. If you are a non-EU seller who sources EU-made clothing, you still need to appoint an EU Responsible Person unless your EU supplier takes on this role.

Do I need CE marking for clothing? Standard clothing does not require CE marking. CE marking is required for specific categories such as protective clothing (PPE) and some children's products. If your clothing falls into a CE marking category, additional requirements apply.

What safety warnings do I need for a basic adult t-shirt? For a standard adult t-shirt with no specific hazards, the minimum requirement is to include the EU Responsible Person's details and manufacturer information. A general care warning ("Wash before first use") is good practice but not strictly required for a basic t-shirt.

I sell on multiple EU marketplaces (Amazon.de, Amazon.fr, Etsy). Do I need a separate Responsible Person for each? No. One EU Responsible Person covers all EU marketplaces. You submit the same details to each platform.

How much does EU GPSR compliance cost for a small fashion seller? The main cost is the EU Responsible Person service, which typically costs €49–€199/month. For small sellers with a limited product range, entry-level services starting at €49/month are available.
